RFI Overview & Call to Action

Inspire Dallas (KBHCCD Component 1 Program Manager), on behalf of the City of Dallas, invites experts, consultants, contractors, financial advisors, and technology providers to respond to this RFI.

 

The City is seeking innovative strategies for the planning, design, delivery, and operation of a new Central Utility Plant (CUP) and supporting energy infrastructure as part of the KBHCCD Master Plan redevelopment. Respondents are asked to provide insights on district energy systems, thermal storage, system electrification, zero-carbon electricity generation, and infrastructure resilience, along with creative approaches to financing, partnerships, and long-term operational value.

 

This RFI will inform future solicitations and help the City evaluate technologies, delivery methods, and investment models for this major redevelopment. Participation does not constitute a solicitation or commitment to contract.

 

Who Should Respond

The City welcomes responses from organizations with experience in planning, designing, financing, delivering, and operating district energy or large-scale energy infrastructure systems, including engineering and consulting firms, energy developers, technology providers, construction and EPC contractors, financiers, and public-private partnership (P3) developers.

 

Experience with large civic, campus, or urban district energy systems, as well as sustainable and resilient infrastructure, is strongly preferred. Respondents may submit individually or as part of a collaborative team.
